HABDI signs a 45 year lease and development agreement with Miami-Dade County in June 1996 to build and run a commercial airport on the 1,632 acres of surplus base land after Hurricane Andrew. Environmental groups oppose the plan because the site sits between Biscayne and Everglades National Parks. On 15 January 2001 the Air Force issues a Record of Decision refusing to convey the land for airport use and offers about 717 acres for mixed use instead; the county receives 604 acres by economic development conveyance in 2004 to 2006. The dissolution year records the end of the airport plan rather than a corporate filing.
