The county creates the Metro-Miami Action Plan in 1983 after the 1980 McDuffie riots, makes it a trust in 1992 and reorganizes it as the Miami-Dade Economic Advocacy Trust by Ordinance 09-70 in September 2009. It runs down payment assistance, the Welcome HOME homeownership lottery and business programs in 23 Targeted Urban Areas, of which Florida City, Goulds, Leisure City, Naranja, Perrine, Princeton, Richmond Heights and SW Homestead lie in South Dade.
