Miami-Dade County creates the agency by Ordinance 02-216 on 22 October 2002 for 5,040 acres between SW 232nd and SW 296th Streets and between the Turnpike and South Dixie Highway, covering Naranja, Princeton and Leisure City, an area that took more than a decade to recover from Hurricane Andrew. The 2025 plan update lists Woodland Grove (190 units), The Heights at Coral Town Park (180), Madison Point (263), Coral Bay Cove (224), Circle Creek (100) and Resia Pine Groves (204) as recent developments and projects $151.2 million in tax increment from 2026 to 2033. The agency sunsets in 2033 with an extension to 2043 under study.
