The South Florida Water Management District expedites phase one before full congressional approval, completing the Deering Estate flow way in autumn 2012. Culverts and pump stations on the L-31E canal follow from 2012 to 2023, including S-712 in June 2017, S-706 in September 2018 and the S-709 pump station in May 2023, so water flows from the canal into wetlands along Biscayne Bay between Deering and Homestead. The Corps of Engineers Jacksonville District is the federal partner.
