Florida designates the Biscayne Bay Aquatic Preserve in 1974 over all of Biscayne Bay from the Oleta River to the southern end of Card Sound. After Biscayne became a national park the preserve is split, with the southern section including Card Sound. The Florida Department of Environmental Protection manages it.
