Cutler Bay's Growth Management Plan, adopted in 2008, creates a Town Center land use category for a design unified mixed use downtown with up to 250 units per acre and 18 storeys in its core. The district centres on the Southland Mall site and the state funds a Town Center District workforce and marketing plan in fiscal 2023 to 2024. Southplace City Center breaks ground there in 2025.
