Frank Crawford Martin, a Pan American pilot, buys about 3,000 acres of farmland beside the wartime Richmond blimp base in 1949 and plats Richmond Heights as a community for returning Black veterans, with homes from 8,030 dollars and 25 dollar down payments. He donates land for the school, churches and a park and dies in a road accident near Lake Placid in May 1951 when the community has 457 homes; E. J. Pollock resumes construction in 1952.
