Palmetto Bay first promises a downtown in 2004 with the Franjo Triangle and Island zoning code, forms a Downtown Redevelopment Task Force in 2012 and adopts the Downtown Urban Village ordinance in December 2015 to allow restaurants, shops and rental apartments. A 2016 multi storey approval provokes resident opposition and a new council imposes moratoriums in 2017.
