FEMA declares Florida disaster DR-955 for Hurricane Andrew in August 1992. Congress passes an aid package that grows from President Bush's 7.1 billion dollar request to 11.1 billion dollars including other storms, then the costliest disaster package. In Miami-Dade the storm destroys 25,524 homes and damages 101,241, and the county loses about 36,000 residents in 1992.
