A 1998 panel discussion starts the campaign, a 2001 feasibility study and Municipal Advisory Committee follow, and on 11 January 2005 voters approve incorporation with 60 percent. On 8 November 2005 voters approve the charter and choose the name Cutler Bay over Cutler Ridge by 1,920 to 1,403. The first council is sworn in on 2 February 2006 and the town builds a police force of 55 sworn officers.
